Moreton Bay Rail Update

0
Train Testing on the Moreton Rail Link

Some of you may have noticed Mayor Allan Sutherlands’ current Mayoral campaign brochure which states “Moreton Bay Rail Link – expected to open in April 2016″.

This was exciting news, so we checked the Qld Transport & Main Roads – Moreton Bay Rail page. It still states “New rail line delivered – mid – late 2016″ on the project Timeline. We then contacted Theiss and their best current estimate is mid 2016, but certainly in time for the Brisbane Ekka in August!!

The Morteon Bay Rail Link has however, recently reached several new Milestones such as the handover of the Rail Infrastructure Management (RIM) to Queensland Rail which took place on 27th February. This handover to Queensland Rail allows the commencement of their operation of and management of the rail corridor.

Last Sunday 6th March, the first test trains ran along the line. They will also be conducting electrical ballast, track and signalling testing.

Watch the video to take a Train Drivers eye view and flyover of each of the new train stations.

Driver training is set to commence shortly on the the rail corridor. Drivers must be trained and familiarised on their particular routes. Once the rail corridor is operational, new driver training will take place at the Kippa-Ring Stabling Yard where there will be state of the art driver training facilities including a dedicated Driver Simulator.

It is hoped that a more accurate date for the official opening of the Moreton Bay Rail Link will be provided when Theiss Provide a project update at the next Mango Hill Progress Association Meeting on 18th May 2016.

Progress Association pushes for Chelmsford Rd connection to Kinsellas Rd West

0
Chelmsford Road and Kinsellas Road West

Over many years, the Mango Hill Progress Association has advocated for Chelmsford Road to be connected to Kinsellas Rd West to cater for traffic arising from future residential developments along the western corridor of Mango Hill Village.

To date, Moreton Bay Regional Council has refused to include this connection as part of their Traffic Management Plan for Mango Hill on the basis of cost.

With the approval by Council (December 2015) of a 47 unit block on Chelmsford Rd, residents consider that now is the time for action. This recent approval will result in the developer being required to upgrade Chelmsford Road and Muriel Street, thus directing all traffic along Muriel Street. Residents of Muriel Street strongly disagree with Councils’ assertions that traffic will not increase significantly.

Given this recent approval, Council agreed to an urgent meeting on 29th January with the Progress Association and residents.

Following this meeting (with Councillor Julie Greer and the Director of Planning & Infrastructure, Stuart Pentland), Council has agreed to cost the connection of Chelmsford Road to Kinsellas Road West.

The Progress Association President Laurence Christie indicated to Council that “the importance of this connection means that it is better to get the basic plan correct, even if this results in a deferment of the current “Mango Hill Village Road Upgrade Program” (Note: in 2016/17 Lamington Road will be connected to Anzac Ave with a roundabout on the corner of Lamington Road and Kinsellas Road West. The Association believes that this should become a four way (roundabout) intersection.

The Association is pleased that Council will undertake a costing this connection and will report back with it’s findings.

Opportunity to Respond to Draft Rail/Bus Timetables is NOW

0
Moreton Bay Rail Bus Timetable

With the Moreton Bay Rail Link (MBRL) commencing services mid next year, Translink is NOW seeking your feedback on proposed connecting bus and train timetables.

You can provide feedback by:

  • Attending a community consultation session. The nearest one is on Tuesday November 17 from 4pm to 7pm at the North Lakes Community Centre.
  • (other opportunities exist for 19 Nov at Rothwell Community Centre (9.00am to 12 noon) & the Kallangur Community Centre on Friday 20 Nov (9.00am to 12 noon).
  • Completing the online survey. Click on the large MBRL “Have your say!” image on translink.com.au   home page.

WHAT TRANSLINK IS PROMISING?

More than 650 train services per week with high frequency trains every 6-12 minutes in morning and afternoon peak periods.

  • Express services all day every day in both directions with Trains every 30 minutes in off peak periods and on week-ends.
  • 55 minute journey times from Kippa-Ring to Central.

The proposed new timetable does show services every 6 minutes on weekdays from 6:46 am to 7:28 am inbound from Kippa Ring but there are only two instances in the evening where trains are 6 minutes apart.

While there are indeed express services on both the Caboolture and Kippa-Ring lines, the Caboolture line takes only 30 minutes to travel from Petrie to Central whereas it takes an extra 9 minutes between the same two stations on the Kippa-Ring line.

This is because the Caboolture line runs express from Petrie to Northgate whereas the Kippa-Ring line stops at all stations, an extra 9 in total.  Both lines run express from Northgate to Eagle Junction (missing Nundah and Toombul) and from Eagle Junction to Bowen Hills (missing Wooloowin and Albion).

Changes are also proposed for the 681 and 682 bus services.  The 681 service, which previously provided morning and evening services between the Village and Petrie train station, will provide morning services from the Village to Mango Hill train station.  The 682 service will provide services in the reverse direction in the afternoon.

Time Lapse Video of Mango Hill Train Station Construction

0
Time Lapse Video of Mango Hill Train Station

The Mango Hill Train Station has been unveiled (but not trains yet).

As both the Minister for Major Projects, Paul Fletcher and Moreton Bay Mayor, Allan Sutherland pointed out, it would be unsafe to operate trains in a staggered fashion prior to the completion of all stations and the interchange at Kippa-Ring is a vital part of the project.

It is commendable that major projects these days always include a time lapse image chronology of the construction. Here is the Mango Hill Train Station Construction Time Lapse Video – The Moreton Bay Rail Link Project.

A night-lit 12km multi-use cycle/walkway has been constructed as part of the delivery of this Moreton Bay Rail Link Project, which will certainly be well received by local at the grand opening of this project in 2016!

Mango Hill Ring Road Connection Progressing

0
Mango Hill Stations Ring Road

The proposed “Ring Road Connection” should ease local traffic congestion by allowing traffic flow between the Mango Hill Village (on the North Lakes side of Anzac Avenue and the two Mango Hill train stations, while avoiding travel along Anzac Avenue.

The “Ring Road” will link areas both sides of Anzac Ave and the two Mango Hill Train Stations and navigates along Memorial Drive, Halpine Ave, Mango Hill Boulevard, Capestone Boulevard and Lamington Road.

Following an article in the Mango Hill News of October, 2014, the Progress Association has sought further updates on the section linking Lamington Road to Anzac Ave, opposite Capestone Boulevard. In response, Adrian Vincenzi (Technical Officer with Moreton Bay Regional Council) has confirmed that:

“Moreton Bay Regional Council is progressing the design of this important road link which is programmed for construction in 2016/17.”

The “Ring Road Connection is highlighted in pink with road construction yet to be undertaken for the red highlighted sections. “Image is indicative only”.

Mango Hill Stations Ring Road

Noting that Mango Hill has two stations, (Mango Hill and Mango Hill East – in Capestone), it is anticipated that the Connection Road will coincide with, or shortly after the opening of the Moreton Bay Rail Link which is expected to open in late 2016.

Bike and pedestrian paths – lighting operational but not open to public.

0
Pedestrian and Cycle Paths in Mango Hill

Recently installed lighting along the shared user path will be finalised and become operational between the Bruce Highway and Mango Hill East station (refer to the map) in October 2015.

Work to have the lighting operational will involve:

  • Trenching, installing and connecting underground conduits into the nearest electrical pillar(s) in the area including into existing local street pathway connections.
  • Temporary short-term power outages to surrounding properties. The service provider will provide notification of any scheduled power outages to affected properties.
  • Construction vehicles entering and exiting local streets adjacent to the rail corridor to carry out this work.

Pedestrian and Cycle Paths in Mango Hill

Once the lighting is commissioned, it will be set to automatically turn on once the sun goes down, to light the shared user path during the evening. Lighting is required along the path for safety reasons.

The shared user path provides approximately 12km of dedicated concrete pathway between Petrie and Kippa-Ring stations for pedestrians and cyclists to enjoy. It includes localised connections into the six new train stations and many of the residential areas adjacent to the Moreton Bay Rail line.

Opening of the shared user path to the public is expected to coincide with the completion of the Moreton Bay Rail line in mid-2016.

Project information

The Moreton Bay Rail project will deliver a 14km dual-track passenger rail line between Lawnton and Kippa-Ring, including six new rail stations at Kallangur, Murrumba Downs, Mango Hill, Mango Hill East, Rothwell and KippaRing.

The upgrade of the track between Lawnton and Petrie and additional work within the existing rail corridor is required to integrate the new Moreton Bay Rail service.

The $988 million project is jointly funded by the Australian and Queensland governments and Moreton Bay Regional Council. Major construction is underway and the rail line is planned to be operational by mid-2016, weather permitting. Thiess Pty Ltd was awarded the contract to design and build the project.

Bruce Highway Anzac Ave Intersection

Special presentation on Managed Motorways Project (Bruce Highway traffic flow)

On Wednesday 19th August 2015, 7:30pm at the Mango Hill Community Centre (Chermside Road) in the Mango Hill Village, the Department of Transport and Main Roads (TMR) will attend the monthly meeting of the Mango Hill Progress Association to explain the Bruce Highway Managed Motorways Project which seeks to improve traffic flow on the Bruce Highway during peak hours.

Bruce Highway Anzac Ave Intersection

This project is aimed at optimising the performance of the highway and maximising its existing capacity during peak periods. The project involves the installation of a suite of smart technologies on the Bruce Highway southbound between Caboolture and the Gateway Motorway.

On Wednesday evening, TMR will talk about how the technology works, where the technology is being installed, and what drivers can expect to see once it is in operation.

Installation of the smart technologies commenced on the four on-ramps accessing the Bruce Highway at Deception Bay Road, Boundary Road, Anzac Avenue and Dohles Rocks Road in April 2014. Installation is expected to be completed by mid-September 2015 and operational by the end of the year.

To learn more about how this system will affect peak hour traffic on the Bruce Highway around Anzac Avenue, you are welcome to come along to the Mango Hill Progress Association Meeting on Wednesday night.

Parking Plans for Mango Hill Stations – Have Your Say

0
Mango Hill Rail Parking

The Moreton Bay Rail Project Team and Moreton Bay Regional Council are seeking your feedback on the highlighted streets close to the stations (coloured blue) regarding parking management.

The Moreton Bay Rail project team is working with Moreton Bay Regional Council to develop a comprehensive Parking Plan to manage parking in streets surrounding the future rail stations.

We recognise that every street is different and therefore encourage you to provide feedback and share your views on what parking management (if any) may be required to ensure rail commuters do not take advantage of parking in residential streets near stations.

Station parking

The number of parking spaces provided within the park ‘n’ ride facilities at each station was based on future patronage demands.
As part of the Parking Plan, the project team and Moreton Bay Regional Council have identified streets in close proximity to the stations where commuters may choose to park rather than using the park ‘n’ ride facilities.

Parking management

The following parking management measures may be an option for your street.
“No Restrictions” – on-street parking will be unrestricted with no parking management.
“Time Limit” – signs installed restricting on-street parking to a number of hours.
“No Parking or Stopping” – signs and/or yellow line markings installed to keep the kerbside completely clear of parked vehicles at all times.
“Time of Day Restriction” – signs installed restricting parking at certain times of the day, for example parking may be restricted in morning and/or afternoon peak commuter times.

Have your say

We encourage local residents to provide feedback by Friday 26 June 2015.

You can provide feedback by completing the enclosed form and returning via email to moretonbayrail_info@thiess.com.au or mail to PO Box 371, Petrie QLD 4502.

Alternatively, you can provide feedback over the phone by contacting the project information line 1800 096 821*.

What happens next?

The Moreton Bay Rail project team will review the feedback received along with other considerations and make a decision on any parking management measures to be implemented.

The project team will notify the community of the outcomes of this feedback.

Any changes to parking management will be implemented to coincide with the opening of the rail line in mid-2016.

Following completion of the project and the opening of the new stations, the Moreton Bay Rail project, in consultation with Moreton Bay Regional Council, will be available to investigate any future improvements to on-street parking in your area if required.

Moreton Bay Rail Link Update

0
Moreton Bay Rail Link Update

Progress on the Moreton Bay Rail Link continues with apparent break neck speed with installation of rail infrastructure (ballast, sleepers, steel rail, overhead gantries and wires) underway between Petrie and the Bruce Highway.

Mango Hill Boulevard East above Bonnet Parade will be temporarily closed from Wed March 18 until late April. This closure is required to construct the new road surface from Mango Hill Boulevard East on to the new bridge over the rail line.

Intermittent early morning concrete pours at Mango Hill and Mango Hill East stations will continue until late this month during construction of the station platforms. Concrete trucks arrive on site between 4:00am and 6:30am. Pedestrian overpasses have been installed at Mango Hill and Mango Hill East stations. Roofing over the rail platforms has also been provided. Permanent rail corridor fencing is now being installed in the Mango Hill station precinct, work is now well advanced on the Capestone Boulevard bridge over the rail corridor and the Saltwater Creek rail bridge is all but completed.

Moreton Bay Rail Link Update

Residents who attended the February meeting of the Mango Hill Progress Association were provided with a very informative update of both the overall Rail Project and particularly the Koala Conservation program for which the Moreton Bay Rail Link Project is receiving well deserved credit from the environmental community.

At the meeting, Koala Project Manager, Karen Mooney gave an amazing presentation on the many challenges facing the Koala along the line as well as the process of recording the separate “colonies” of the koala population numbers from Kippa-Ring to Petrie. (Sadly only 15 could be found in the general Mango Hill community.)

Karen indicated that whilst a significant number of Koalas have fallen to wild dogs in the past two years, big steps have been taken to reduce that problem. In addition many Koalas are now being saved through a break-through in medical treatment for chlamydia and there is a growing healthy population in both Kippa-Ring and Petrie areas. Karen and her team appear to have gone to amazing efforts to ensure that our furry friends have the best chance of survival.

Koala Conservation

Following questions raised at the Progress meeting, Cindy Thomas (Senior Communications Advisor to Moreton Bay Rail Project) advised that: “In regards to the lock up bike facilities, the project will be installing approximately 20 bike parking rails, each parking rail accommodates the securing of two bikes. The bike parking rails will be located in different areas of each station precinct. Petrie Station will have 10 parking rails installed accommodating 20 bikes.”
